การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) พัฒนาแบบจำลองการฝึกอบรมทางไกลอิงสมรรถนะ
ด้านเทคนิคยุทธวิธีสำหรับหัวหน้างานป้องกันปราบปรามสถานีตำรวจในสังกัดตำรวจภูธรภาค 5 2) เพื่อทดลองใช้และประเมินผลการใช้แบบจำลองการฝึกอบรมทางไกลอิงสมรรถนะด้านเทคนิคยุทธวิธีสำหรับหัวหน้างานป้องกันปราบปรามสถานีตำรวจในสังกัดตำรวจภูธรภาค 5
การดำเนินการวิจัยแบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การพัฒนาแบบจำลองการฝึกอบรมทางไกลเพื่อเสริมสร้างสมรรถนะด้านยุทธวิธีตำรวจสำหรับหัวหน้างานป้องกันปราบปรามสถานีตำรวจในสังกัดตำรวจภูธรภาค 5 โดยศึกษาสภาพปัจจุบันปัญหาการฝึกอบรมและความต้องการแบบจำลองการฝึกอบรมทางไกลอิงสมรรถนะด้านเทคนิคยุทธวิธี กลุ่มตัวอย่างคือ หัวหน้างานป้องกันปราบปรามของสถานีตำรวจใน 8 จังหวัดภาคเหนือตอนบน
จำนวน 300 คน ได้มาโดยการสุ่มแบบหลายขั้นตอนและเลือกแบบเจาะจงหัวหน้าหน่วยงานตำรวจ จำนวน 20 คน เครื่องมือในการวิจัย ได้แก่ แบบสอบถามซึ่งมีค่าความเที่ยงเท่ากับ 0.84 และแบบสัมภาษณ์เชิงลึกทางการวิเคราะห์ข้อมูลโดยใช้ค่าร้อยละค่าเฉลี่ย
ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา แล้วพัฒนาแบบจำลองการฝึกอบรมทางไกล ผู้ให้ข้อมูล ได้แก่ ผู้เชี่ยวชาญ 11 คน เครื่องมือในการวิจัย ได้แก่ ประเด็นการสนทนากลุ่มวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาจากนั้น นำข้อมูลภาคสนามมาสังเคราะห์ร่วมกับการศึกษาเอกสารที่เกี่ยวข้องสร้างเป็นแบบจำลองการฝึกอบรมทางไกลโดยให้ผู้เชี่ยวชาญ
5 คน รับรอง จากนั้นนำไปทดสอบประสิทธิภาพแบบ 1:1 ปรับปรุงแบบจำลองแล้วนำไปให้ผู้เชี่ยวชาญ 8 คน รับรองแบบจำลองครั้งที่สอง จากนั้นนำไปทดสอบประสิทธิภาพแบบ 1:10 และระยะที่ 2 ทดลองใช้แบบจำลองฯ กับกลุ่มตัวอย่าง จำนวน 318 คน เครื่องมือ
ในการวิจัยได้แก่ 1) แบบจำลองการฝึกอบรมทางไกลฯ 2) แบบทดสอบสมรรถนะด้านเทคนิคทางยุทธวิธี และ 3)แบบสอบถามความพึงพอใจต่อแบบจำลอง สถิติที่ใช้ในการวิเคราะห์
ข้อมูลคือค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าที
ผลการวิจัยปรากฏว่า 1) สภาพปัจจุบัน ยังไม่มีการจัดการฝึกอบรมทางไกลอิงสมรรถนะ
ด้านเทคนิคทางยุทธวิธีให้กับหัวหน้างานป้องกันปราบปรามของสถานีตำรวจ ปัญหาหลัก
ในการฝึกอบรม คือ สถานที่ฝึกไม่สะดวกวิทยากรไม่นำเทคโนโลยีมาใช้ในการฝึกและหลักสูตรไม่อิงสมรรถนะ และหัวหน้างานป้อกันปราบปรามของสถานีตำรวจมีความต้องการให้มีแบบจำลองการฝึกอบรมทางไกลอิงสมรรถนะด้านเทคนิคทางยุทธวิธีในระดับมาก
2) แบบจำลองการฝึกอบรมทางไกลฯ ที่พัฒนาขึ้นเป็นการผสานการฝึก 3) แบบในสัดส่วนระยะเวลา ดังนี้ การฝึกอบรมแบบเผชิญหน้า ร้อยละ 30 การฝึกอบรมด้วยตนเอง ร้อยละ 60 และการฝึกอบรมผ่านระบบประชุมทางไกลภาครัฐ ร้อยละ 10 แบบจำลอง
มีองค์ประกอบอย่างเป็นระบบ ด้านปัจจัยนำเข้า ได้แก่ เนื้อหาหลักสูตรจากระบบพัฒนาหลักสูตร ชุดฝึกอบรมแบบสื่อประสมโดยสื่อโสตทัศน์เป็นสื่อหลัก และคู่มือการฝึกอบรมสำหรับจากระบบผลิตชุดฝึกอบรม ผู้จัดการฝึก ครูฝึก ผู้เข้ารับการฝึก และหัวหน้าสถานีตำรวจ จากคู่มือการจัดการการฝึกและการให้ข้อมูลและอุปกรณ์การฝึกจากระบบบริการ
การฝึกปัจจัยด้านกระบวนการ ได้แก่การฝึกด้วยตนเองโดยใช้สื่อโสตทัศน์เป็นสื่อหลักการฝึกผ่านระบบการประชุมทางไกลผ่านจอภาพ ภายใต้การกำกับควบคุมการฝึกอบรมโดยหัวหน้าสถานีตำรวจ และการฝึกอบรมโดยครูฝึกหรือวิทยากรและด้านผลลัพธ์ ได้แก่ ผลการประเมินสมรรถนะจากระบบประเมินผลการฝึกโดยการทดลองใช้แบบจำลองซึ่งพบว่าแบบจำลองมีประสิทธิภาพเป็นไปตามเกณฑ์ 80/80 ผู้เข้ารับการฝึกอบรมมีสมรรถนะหลังการฝึกอบรมตามแบบจำลองสูงขึ้นอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 และมีความพึงพอใจต่อแบบจำลองการฝึกในระดับมาก

The objectives of this research were (1) to develop a competency-based distance training model in tactical techniques for chief police officers of Suppression Section in police stations under Provincial Police Region 5; and (2) to try out and evaluate results of using the competency-based distance training system in tactical techniques for chief police officers of Suppression Section in police stations under Provincial Police Region 5. The research process comprised two stages. The first stage was the development of the competency-based distance training system in tactical techniques for chief police officers of Suppression Section in police stations under Provincial Police Region 5 with the beginning of study of the current conditions, training problems and the needs for a competency-based distance training system in tactical techniques. The research sample consisted of 300 chief police officers of Suppression Section in police stations of eight provinces in the Upper Northern Region, obtained by multi-stage sampling, and 20 purposively selected chief police officers. The employed research instruments were a questionnaire with reliability coefficient of 0.84 and an in-depth interview form. Research data were analyzed using the percentage, mean, standard deviation, and content analysis. Then the following was developing the competency-based distance training model in tactical techniques for chief police officers of Suppression Section in police stations under Provincial Police Region 5. The research informants were eleven experts. The employed research instrument was a form containing issues for focus group discussion. Research data were analyzed with content analysis. Then, data obtained from the field research were synthesized with data obtained from documentary study to create the distance training model. After that, the created distance training system was tried out for its efficiency with the 1:1 individual try-out, and 1:10 small group try-out, and then submitted to five and eight experts for certifying of the model respectively. The last stage was the field trial-run of the model with the research sample consisting of 318 police officers. The employed research instruments were (1) the created distance training model, (2) a test on tactical techniques competency, and (3) a questionnaire on satisfaction with the distance training model. Statistics employed for data analysis were the mean, standard deviation, and t-test. The research results were as follows: (1) regarding the current conditions, there was still no provision of competency-based distance training in tactical techniques for chief police officers of Suppression Section in police stations; the main problem in training were the inconvenient training place, no applying technology in training by instructor and curriculum without competency-based ; and chief police officers of Suppression Section in police stations had the needs at the high level for the competency-based distance training model in tactical techniques; (2) the developed competency-based distance training model in tactical techniques is a blended model comprised three models as follows: (2.1) traditional or face-to-face training by taking time 30 percent, (2.2) learner-self training by taking time 60 percent, and (2.3) training via GIN conference by taking time 10 percent ; in addition, the components of the training model systematically were the following: the input factor which consisted of contents of the competency-based distance training system obtained from the curriculum development system; a multi-media training package obtained from the training package production system; training managers, training instructors, and trainees obtained from the training management guide line system; and the provision of information and training equipment obtained from the training service system; the process factor which consisted of the self-training process with the use of audio-visual media as the main training media, the training process via tele-conference using picture screen, and the training process provided by trainers obtained from the training operation, and the monitoring and control process by chiefs of police stations obtained from the training control and monitoring system; and the output factor which was the competency evaluation results obtained from the training evaluation system; and (3) regarding evaluation results of the developed distance training model, it was found that efficiency of the developed distance training model met the pre-determined 80/80 efficiency criterion; the trainees’ post-training competency scores increased significantly at the .05 level of statistical significance; and the trainees were satisfied with the distance training model at the high level.
